ROLL CALL: Vice Mayor Chuck Winn, Council Members Elden “Red” Nutt, Dean Uecker

Absent: Mayor Curt Pernice, Council Member Mike Restuccia


Others Present: City Administrator Leon Compton, City Engineer Kevin Werner, City Attorney Tom Terpstra, City Clerk Lynette Van Laar, Deputy City Clerk Jeanne D. Hall, Information Systems Technician Dan Brannon, Recreation Director Kye Stevens.


PUBLIC DISCUSSION

 

1.          MAIN STREET / STOCKTON AVENUE REHABILITATION PROJECT

             Award Contract to Ross F. Carroll

             Discussion/Action.



Vice Mayor Winn called the meeting to order at 8:35 a.m.


City Engineer Werner stated that the bid opening was on November 19, and there were 8 bids. He said that Ross F. Carroll, Inc. was the apparent low bidder at $3,534,212,80. After reviewing the bid, Werner said that Ross Carroll’s bid was responsive and he recommended that the contract be awarded to Ross F. Carroll, Inc. By awarding this bid before December 1, 2007, it insures that the City will receive a grant of $3.5 million from Caltrans.


Winn asked if we know anything about Ross Carroll.


Werner said that McRoy-Wilbur Communities has used them and Wilbur gave a good recommendation.


Council Member Uecker asked if we have to go with the low bidder if we know the others and like them better.


Werner said the City must go with the low bidder.


City Attorney Terpstra said that there is a legal process, and if a City does not want to do business with a certain contractor, the City must make that known before hand, but the contractor must have their day in court.


Werner said he also checks the contractor’s license to be sure it is clear.


Winn asked about how a contractor can qualify.


Werner said contractors can pre-qualify on certain criteria, but bidders must know the criteria in advance.


MOTION: MOVED, SECONDED (UECKER, NUTT) AND CARRIED BY A VOTE OF 3-0 (PERNICE, RESTUCCIA - ABSENT) TO AWARD THE BID FOR THE MAIN STREET / STOCKTON AVENUE REHABILITATION PROJECT TO ROSS F. CARROLL, INC.


There being no further business, the meeting adjourned at 8:40 a.m.
